game crashes and other oddities after new video card

recently my AMD HD 6850 overheated and died, so i bought an AMD R7 260X to replace it, but a day or two after installing it, more graphic intensive games will crash if the settings are set to anything above low. also, random horizontal lines of pixels would flicker, and in a game it would worsen to a point where half the total pixels were flickering in randomly appearing horizontal bars. recently after exiting such a game, i noticed that mozilla firefox crashes as well once i switch to it. putting stress on my card such as upping the graphic settings causes misplaced squares of pixels to flicker, usually on character models. my hard drive has made fairly loud noises for a couple of weeks, but it's stopped since about 2 weeks ago, yet im still very worried as it could be causing long load times. all parts are roughly 2 years old except the R7 260X. i have deleted all AMD/ATi folders before reinstalling the newest AMD drivers, but i haven't touched my registries yet as i heard it could mess up my AMD brand cpu.

yes i believe so. is there a way to make it run at a stock speed?
