Can Stuttering in Games be caused By a Cheap Power Supply? More --------->

I have a cheap 600 watt power supply by Ark technology and since upgrading to a GTX 660 I have noticed a lag and an odd sound coming from the PSU weirdly I can stop the fan on the PSU and it still makes the sound while Gaming but when I minimize the game it goes away so I think My PSU is not enough to power all my system overclocked with all my fans and Graphics Card ?
also would I notice better performance getting an 80+ PSU ?

I would upgrade to a more reliable power supply from SEASONIC or XFX , Antec .

Cheap power supplies can causes these issues and also put your other components at risk.

Yeah if that PSU is making elektronic sounds it's really on the edge.
I also suggest buying a better (maybe 50w more?) PSU.

you can get this PSU (it is the cheapest and will be enough for your system)

I just paid more and Got the XFX Pro psu it retails around 70 but I found it for 60
