GTX 780Ti setup, struggling with games

I have a new PC that seems to struggle somewhat when playing 1080p titles.

The main setup parts are:
GTX780Ti (Palit jetstream version)
I7-4771 CPU
8GB ram
(EDIT: Running a 750w power supply)

I have been told repeatedly that a 780Ti will decimate even new games at max settings, but it tends to hover around 30-40fps max (sometimes slower than 30fps) with games like BF3, Tomb Raider, Hitman Absolution, and Saints Row 4.

Is the card not as good as I was told, or is there a serious issue somewhere? All the drivers have been updated (Running 64bit Win7 if that helps?)

If it is just a case of needing to run games on medium settings, so be it... I will be a bit disappointed if so since I spent a decent chunk of change on this rather than buying a PS4 lol

A 780ti is one of, it not the most, powerful cards on the market. There is an issue somewhere on your PC that is SEVERELY limiting its abilities. Not only should it play ANY game at max, you should be getting 100FPS regardless. Here's a list you can use to solve the problem:
1. Is there a lot running? You may have background processes that are interfering with your system performance.
2. What driver are you using? Perhaps try a different driver. Sometimes new drivers can be unstable. Try an older one.
3. Virus? Your computer may have a malicious process taking up resources. Run antivirus to check.
4. Defective card? If above things don't work, it may be the card. Any 780ti should be able to outperform any graphics card on the market. Yours may be defective if it can't handle games at max settings.
