Start Regedit, make a backup of your registry.

Look in the registry in this key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall for the program you need to fix.

You may need to do a search there for the program name to find the correct key you need to delete, not all programs will have the name listed, and some may be in several spots. Delete any reference to that program.

You may also want to do a search in the whole registry for that program and delete those keys as well, just make sure that it's the program keys you are deleting. If you have a program called "Windows 10" and you do a search for Windows and start deleting everything with that name, it will be very bad.

Find any folders left for this program on the drive you are using, there may be some left over in the user directory especially.

Reboot and try installing again.
