I Need Step By Step On How To This. I REALLY Want Him Off My Internet Connection. PLEASE HELP

Make sure you will not create more problems than you will solve... If you change your wireless' password, you will probably have to give it to your sister-in-law. How you're going to explain this to her? Or to your brother?
ANother option (if your router supports it) is to use MAC-level filtering and to allow or disable access based on MAC addresses.

After protecting your wifi with password you can also hide it from others

If you want to hide your WiFi from others then type the same IP address in the browser you will enter in your WiFi router control panel and follow the steps from here http://m.wikihow.com/Make-Your-Wireless-Network-Invisible

Note- You can change your SSID (the name of your WiFi that displays on device you are connected with) from the your Wifi Router control panel and don't share with anyone

MAC addresses can be trivially spoofed. The WPA2 key, though, is not an easy thing to crack. Not impossible, but not trivial.

I don't know the dynamics of your whole house, but tread carefully here.

If you are paying for the connection, it is your prerogative to manage it how feel necessary. Some options are to set up a guest SSID on the router that will isolate your internal network from the guest WiFi network. Give the guest key to the SIL and her hack BF. Alternatively, if he has not responded to requests to stop the activity and proven himself untrustworthy, cut them both off and insist she get her own internet connection.

The family dynamics are up to you to manage how you see best.
