Graphics Upgrade Question

Processor: Intel i5-2320 Quad Core, 3Ghz
PSU: Antec 450 Watt
RAM: 8GB of DDR3 SDRAM,
Graphics Card: PNY GTX 650 1GB DDR5 Graphics. ]
HDD: 1TB for Storage
SSD: Samsung 840 EVO 120GB

Would it be safe to add the following parts to my PC and are there any better options for the price?

1. Gigabyte GTX 770 GDDR5-4GB 2xDVI/HDMI/DP OC WINDFORCE 3X Graphics Card GV-N770OC-4GD

2. Corsair CX750 Builder Series ATX 80 PLUS Bronze Certified Power Supply

3. LG Electronics 14x SATA Blu-ray Internal Rewriter without Software, Black (WH14NS40)

Total Cost: $589.62

Secondary Question:

Should I just leave my PC alone and just start from scratch a new PC for $1,000.

If your motherboard has an open SATA port, it'll work. I think this is a good upgrade, because when you feel that your processor is lacking, you can always upgrade down the line and the GTX 770 will still be doing well.
