Sluttering in every single game WHY?

I am getting extremely frustrated with this now its been over a week of constant research, not even had an actual game ive enjoyed because of these slutters/spikes.. ive seen many threads on this subject still no fix i know its not cpu/ram/or gpu or hdd related ive ran tests all came back clean no errors. This is a brand new pc ive recently built,

Specs:
CPU: Intel core i3 4130 3.4GHz.
MOBO: Asus H81M PLUS.
GPU: Nvidia Gtx 660 SC.
RAM: 4GB Kingston 1333MHz.
HDD: 500GB WD Blue 7200RPM.
PSU: 600w Cosair.

If you are wondering about my temps its a common question on this topic.
Temps:
CPU: 25c-48c
GPU: 29c-55c

I have noticed something strange on GPUZ on Bus Interface it says PCI-E 3.0x16 @ 16 1.1?
so its defiantly not overheating in anyway.
Ive tried endlessly trying to fix this, please someone help any information else needed just ask.
 
Any background processes running? Does this happen in all games? Please provide examples.
Has it always been this way, since the machine was built, or a recent problem?
Do you have a page file? If not, create one. Add another 4GB of RAM if you can.

What games are you playing exactly? And have you tried running driver sweeper in safe mode to remove and reinstall drivers? Is your direct x up to date, some games dont auto update it so its always something to look into.

i play all different games from cod4 to games like arma 3, bf3/4, csgo, dayz so i dont see how ram would help.. cod4 is like 7 years old haha 4gb would be enough for that game right?.. why do i get these fps drops/spikes

it made no difference, i have all updates all up to date. ive uninstalled all drivers n reinstalled still lags/slutter, i dont have another 4gb ram to use at the moment ill have to purchase one from amazon
 
If it has always been like this, something is either defective or inadequate. Do you always stream while playing? If so, your i3 probably can't handle that load, but an i5 should. Hopefully going from 4GB to 8GB will also make a difference, especially if your hard drive light is flickering when the stutters happen (it could be paging).

the i3 is fine for all these games i get smooth frames but it just randomly drops to like down to 20 frames then back up straight after, ill look out for the hard drive light flickering, what do you mean its paging?

i dont think its flickering while i slutter, also it happens while im out of games to like on desktop opening programs if that helps?

i just went on csgo n there was a red led flashing on my case im pretty sure thats the hdd led? well it looks like the hdd symbol underneath, what does this mean?
