Bought new graphics card.. no difference

So I just bought a XFX 280x 3GB GDDR5. I had an ATI hd radeon 5770 1GB before.

I have an Intel Core 2 Quad CPU ( I think the name of it is q6600 )
8GB of RAM and windows 8. I have a 525W PSU.

Still, before I upgraded I ran around with approximately 30 fps in modern games, DayZ for example, on very low settings I only had ~30 fps.
and now I still got 30 FPS but on low settings in DayZ.
I have the latest drivers for the new card so I have no clue what could be the problem? What do you guys think? Do you think the cpu is bottlenecking the gpu? (I checked with task manager and it was not running on 100%)

The CPU is bottlenecking. You will only see it at 100% if all of the threads are being used, which is not likely to be the case. The current Intel CPUs are the 4th generation i-Series, and the Core 2 is older than the first generation.
 
Combination of your CPU, and if the DayZ standalone is still using ARMA's engine, the games engine isn't very good. I have not personally played the DayZ standalone but I know ARMA 2 no matter what hard ware you had you would end up getting poor frame rates.

Try a different game for benchmarking.
