I know it won't exactly be the best thing in the world, but he is on a tight budget and has low expectations/needs. Will this be enough to play some simple games (Minecraft, LotRO, maybe Planetside 2) at 720p?

This won't cut it. YOu're missing your Operating System (which is another $100). Not clear on the A6 but doubt you'll get lots of frames at 720p on that either.
