PSU Loud Fan During Boot

So I built this rig recently

PSU - Corsair GX700 2013 Edition
I realized that during booting the PSU fan is the noisiest of the bunch and it seems to be going at its max fan speed (I can tell). Just curious if I should be worried about the PSU, could it be faulty or is it normal?

BTW I put the PSU upside down for aesthetics reasons, could that be the cause? I don't intend to turn it back around until my GPU reach a certain temp.

If its normal is there a way to turn it down or off? I don't want to wake up my roommate at night. Unless it'll create problems to my PC then forget it.

fans spinning up during boot and then returns to idle speed once on windows and i don't have an on-board fan controller, i guess i can check the bios but will this cause any problems to my PC?
