Sometimes while connecting to a wireless connection, laptop connect with limited access. The reason may be due the restriction that network provide. Although if the password is true for some connection there exists IP filtering which enables only the given IPs to fully access the internet. The case is similar if there exists any error within the connection too. If the problem persists, change your internet service provider.

Are you SERIOUS ! Why bother giving an answer? What ISP do you work for?

If you lost connection after a WIN 8.1 update, look for and uninstall the one they say was a big problem, KB2919355. Set your automatic updates to NO and ask before install.
If that fails, look to the manufacturer driver support site. Download network adapter driver for WIN 8.0, (I guess you'll have to go to an outside location for this). Next, remove all profiles for network connections (actually, do that before you uninstall the driver). uninstall the driver for your WIN8.1 and install the 8.0 driver. reboot and handle each WiFi as it comes up. you should now be back online.
