System limitations confusion.

So I have a phenom 965 and feel that as old as it is I should be faring better in sc2 wow and streaming smite. My system is a m4a89gtd pro mob, with a sapphire 6950, Ripjaws x 1600, a Gskill SSD, corsair pro psu at 750w water cooled CPU with no heat issues, I can't get my ram to 1600 MHz and my gpu runs at 8x. Is there a way to optimize my hardware to where it should be. Maybe I can get more life out of my 965 by getting the ram and northbridge running faster. I use the multiplier to get my CPU to 3.8 but I still only get 15 to 25 FPS in wow while raiding at low settings. Streaming gets smite down to 22 FPS and as for sc2 that's fine on low in no more than 2v2. Thanks in advance for any questions.

check to make sure your cpu isnt overheating and throttling. sadly none of these games are overly gpu driven, and so you are suffering from having an older processor

Stays under 40c at all times. With the water cooling

basically i want to be getting what i should out of the rest of the system then. i need to get the VGA switch card to get my GPu to 16x and i am wanting to get my Ripjaws X to the 1600mhz it is capable of. i have also heard of overclocking the NB and HT link to get more out of the system. anyone know of a way to do this? i know i should upgrade but in many posts i read AMD hasnt done much to beat Phenoms.

Yes OCing cpu/nb helps.
Do everything in the guide in order.
If you can't you get your RAM to 1600..and it's rated for 1600..RMA it.
but try it in a different system, 1st.
It's probably Powerchips..which is not good for AMD.
The Samsung green stuff or Hypers is good for AMD. (K10)
Adding cpu/nb voltage and freq helps achieve higher RAM speed. try 1.37v and go up or down from there :) 
nb=1.26v
ht link=1.26-6v
nb 1.8=1.9v
cpu/nb=1.34-47
Vcore=1.46-55

keep HT link freq around 2000
see how high cpu/nb will go before no POST

That board should like to run RAM anywhere from 1500-ish to 1920Mhz
IF the RAM will do it.
There's a BIOS option for your PCIE slots..possibly under NB or SB

can not get my Vcore to increase in CPU Z or HW monitor even tho i did it in the BIOS
