My internet is being very slow

I was trying to download games on steam when i noticed that the download speed was only 500 to 0 kbs but it should be around 1 - 4 mbs thats what i got before i tried to overclock my pc and now my internet slowed down drastically i also tried http://www.speedtest.net/ and it was only saying 0.61 mbs and this only happened after i overclocked it also says that all of the disk space is being says all the disk is being taken up and i dont know how to fix this

oh by all means get rid of anything norton.uninstall using the norton removal tool and then run ccleaner disk clean as well as the registry clean (make sure you back up your registry when prompted by ccleaner).then,in your search bar type norton and delete anything it comes up with.here are the links for norton uninstall tool and ccleaner.

you can try to revert your overclock back to normal clock speed.take out your cmos battery on your motherboard for a couple of minutes and then reinstall.check internet speeds again.if you are still having troubles try another computer on the connection and see if it gets better.if it does you know its a problem with your computer.if it doesnt get any better its time to contact your internet provider to get to the bottom of it.

I have reverted my overclock and i know the problem is specifically on my computer and i have norton installed but the sub is put and people have told me that they will slow down your internet

I have Malwarebytes but not avast. Should i uninstall norton and get avast. And there has been nothing else done to my computer ecept norton ran out and about a few days later i treid to over clock but the hp bios doesn't let that happen and so i thought it was norton
