S.O.S!!! Plz help! I can't update my PC

I'm very concerned right now because I have what seems like a compromised level of security. I'm running Windows7 Premium on an hp pavilion slimline with Norton360 2014 installed. Today Windows7 update notified me of new updates being available having 12 important updates with 3 optional. I only install important updates and so I selected a total of 12. When I selected the "Install updates" button I receive an almost immediate error message before anything installs. Not even a single kb of progress.

Some Updates were not installed

Failed: 12 updates 12 important updates selected
Error(s) found:

Code 80246008 Windows update encountered an unknown error.

Most recent check for updates: Today at 11:52AM
Updates were installed: Never
You receive updates: For Windows and other products from Microsoft Update


Please, if someone could please help me to solve this problem with detailed instructions for a beginner level PC user.

I have of course followed all the troubleshooting steps that are provided by Microsoft. While I am a beginner as far as the technical side of computers goes I am, at the very least, capable of exhausting all options there is in front of me. So assuming I've done all the basic troubleshooting and still have the exact same issue can someone please tell me what I should do?

I would really and truly greatly appreciate any time and effort given from anyone.

Yes I have followed the steps and spent much time writing down what I was supposed to and then changing some of them to the status the steps instructed me to do. I was hopeful when I saw that some were not as they were supposed to be, however, still failed immediately when I tried to update.
 
Solution
Open the Services windows again (Start button > type "services.msc") and make sure the following services are started:

COM+ Event System
DCOM Server Process Launcher
Remote Procedure Call (RPC)
RPC Endpoint Mapper

If any of these is not started, start it. Once all of them are started, try starting the Background Intelligent Transfer Service service again. If all of those services have already been started without you having to start them yourself, run a virus scan with your Norton software if you have not already done that and see if it detects any viruses.

The first step is to make sure the Background Intelligent Transfer Service(BITS), is set for Automatic Delayed start as well as starting the service if it is not already. I get this error when I attempt to Start it.
Windows Could Not start Background Intelligent Transfer Service service on local computer.

Error 1068: The Dependency service or group failed to start.

THAT'S IT!!!! BRAVO JFTech Bravo! The COM + Event System was not started. It was disabled actually. I changed it to Automatic and then after checking on the others being started I went to the Background Intelligent Transfer Service and successfully started it. Then I went to Windows update and it is currently at 38%. Before it wouldn't even get 1%. THANK YOU SO MUCH
