Because I am sort budgeted I want to buy a radeon hd 7770 ante after a while buy an other one so can work them together with crosfire but my second PCI x16 slot is running at x8 will there be any problem in the performance or the installation (of the second)?

Not any performance difference. You should be fine...
On another note, think about r7 260x instead of the 7770 which is getting older now.
