Is there a best CPU fan out there?

I have what i like to call a closed loop water cooler. As we know, they don't last forever. I was thinking about getting a really high quality fan for my CPU. What is the best and how does it compare to the average water cooler?
 
I agree with LavyDunois' choice of an air cooler, but you need to consider fans, in general (even those on air coolers) don't last forever either. I'd say get a new closed-loop cooler before the warranty on your current cooler runs out.

This way, you always have one under warranty. Sell the old one because people are always looking for these in the used market. You should be able to get at least half the purchase price for a functioning closed-loop water cooler.

I personally haven't had a closed-loop cooler fail on me, but I've always replaced them prior to the warranty end date (and they've always been Corsair).
 
For air coolers, 3 I'd suggest:

Cooler Master Hyper 212 evo
Noctua NH-D14
Phanteks TC14PE

The Cooler Master is a great budget cooler and performs very close to high end air coolers for 1/2 the cost.
The Noctua is a little quieter.
The Phanteks runs slightly cooler than the Noctua, but is larger and you may need to check for the correct AMD mounting plate.

For closed loop water coolers, 2 I would recommend are:

Corsair H100i
NZXT Kraken X60

Both are top tier and perform nearly identically. The H100i is for 2x120mm fan mounts and the X60 is for 2x140mm fan mounts.

I have a Corsair H110 on a i7 4930K @ stock and it's the best.
With Prime95 full load it never runs hotter then 45/46 degrees celcius.

Warranty says 5 years. Corsair really builds good quality / performance / price products.
 


My H80 keeps my 3930K in the low to mid 50Cs while gaming. Not awesome, but still well under max.

Oh forgot to add, the Corsair support is amazing.
One of the 140mm fans was rattling (shipped broken). I did the RMA thing on their website and within 3 days i had a new 140mm fan and i didn;t have to send the broken one back.
