so this here would do the trick. the Xeon E3 1230 is basically a cheaper i7 with no integrated graphics. It is an incredible value. This whole system would come in at around 1000.00 but has some nice extras for you for just a little bit more. I included an SSD which should speed up encoding times a bit and also speed up load times significantly. If the load times and all are not a concern you can feel free to drop this and save some money.
Since video editing takes a lot of storage space, I set you up with a 2TB hard drive, if you choose to drop the SSD you could get a 3 or 4 TB hard drive instead, 2 should be a good starting point though.
And finally I chose the 750Ti for the graphics card. This card has incredible bang for the buck and uses very little power, another alternative (when they get released) is the R7 265 which will out perform the 750ti for around the same cost, but uses more power.
If you're worried about not being able to build a pc, check out how to videos on youtube. it is very very easy.
