There's a reason that disk has a Dell label on it. It's a Dell recovery disc, not a Toshiba recovery disk. You cannot use it to recover a Toshiba product.

As long as you want to install the OS from the dell recovery disk you can do that but you need to purchase a key post installation. Coming to the error message you are getting you just need to change the boot device to CD DVD drive so that the system boots from the DVD...to change this you should be going to the system BIOS/setup and you need to change the first boot device to DVD drive....Some laptops are also equipped with a one time boot menu...if you have the same in your laptop you can use that menu to boot from the DVD...hope this helps

You don't download recovery disks. They are not free. Contact Toshiba and they will sell you a set.
