Have a look in the Toshiba HWSetup utility (Start menu->Programs->Toshiba->Utilities), you should find an option to enable/disable the keyboard backlight.

If this doesnt work there should be a key combination to toggle the back light on the keyboard.

I'm assuming that this is a USB keyboard. If AkshatG's solution hasn't worked, check the brand website for the product drivers. They should have a USB driver that might be required for full functionality.
