GeForce GT 610 or GeForce 9600 GSO

I have an older graphics card http://www.newegg.com/Product/Product.aspx?Item=N82E16814150320
And I am considering upgrading, I got this card for free from a friend. My only concern is making sure that the card I upgrade to is worth paying $50 or will I need to go much higher to reach that same speed?

All I want is the ability to play Sleeping Dogs on my PC without freezing constantly.

The older one has 98 CUDA cores while the new one only has 48. But the new one has 2 GB of vRAM and the other has 768MB so which one is better?

At best the 610 would be a "sideways" move. You're going to notice the fewer Cuda's and the 192bit vs. 64bit memory.

Normally, to be worth the money and time and to really see a noticeable difference they recommend going up by three tiers in that chart. The GPU I linked is only up one tier so it's a hard call.

The 610 is not at all a good gaming card, it would be horrible. Like NinjaPenguin said, you are much, much better off spending a little more for a R7 250. It is a huge difference in performance and will let you play Sleeping Dogs at decent settings. The 610 would be terrible.
