After a Vista update 02-24-2013, my control panel subfolders have stopped expanding. How do I correct this problem?

I use the classic mode of my Start . I have the check boxes clicked off to show the Control Panel and to expand it. This has worked until the update on 02-24-2013, when Vista finished installing the updates. Previous to this if I click the Start button the then moused over the Control Panel and move it to the Administrative Tools, folder would show the contents of the Administrative Tools and only the executable programs and not the complete contents of the sub-folders.

This action has stopped and now only the main title shows up and I need to double click if I want to see the contents of the folder. This in turn open the Administrative Tools folder then select the sub-folder and click on this to see the executable program for that folder.

Is there a way to get it back to the original mode, where the mouse over expanded not only the Control Panel but the sub-folder of the items list in it.?

Did you go back and change this setting again? It may have gotten reset.
