Blue Line / Strip on new monitor display

I have this weird blue strip on my display. It was brand new, opened it about an hour ago, like this out of the box. I have no idea how to fix it and I'd rather not go through the long process of sending it back. Anyone got any suggestions? Any help would be greatly appreciated, however little.
P.S. There is literally nothing about this on google. Its like I'm the only one in the world with this problem :??:
My monitor is a Packard Bell Viseo243d 24 inch.

well, it appears that it is a small section that got cut out of some text and pasted there. it could be your graphics card, check the card and your monitors manufactures websites for a list of compatible products. i would guess though that it is a hardware problem with the monitor, so you will probly have to return is :/ hope this helps!

oh and by the way it may be irrelevant but I don't have a graphics card atm so im using intel hd graphics 4600 but I think its a monitor problem rather than a graphics one.
