Fan Speeds Too High

Hello! About a year ago I purchased a computer and recently my fans have been acting weird. They are running at about 4200 RPM with temperatures only within 20-30c. I attempted to use SpeedFan to no avail it would not change the speed. I've also went into bios and Smart Fan is also already enabled and it shows that the CPU fan is at 4200 RPM and fluctuating in that range. Why is this happening and how do I lower it? I included a picture of my SpeedFan interface. Please somebody help!
