PC Won't power on, Green Motherboard LED Blinking

I ordered all my parts for my build a few months ago. It was my first build, and I haven't been able to get around to building it until the last month or so. When I first got it, before putting the motherboard in the case, I tried to post it outside of the case, however I couldn't get all the parts going and all the fans spinning. I was only going off of youtube tutorials to build the thing at that point, and all I was doing was taking a screwdriver and tapping it against the power switch/wire, to get it to start. I must have messed something up, because after several tries, when I tapped the screwdriver to the power, there was a spark somewhere in the middle of the motherboard, and there was a burning smell. I quickly turned the psu off, but after that I wasn't able to get anything running at all anymore. The green LED power light that was a constant light before that point, was blinking.

A week or so later, I exchanged the motherboard for a new one. I tried that one, but had the same problem. Nothing powered on, and the green LED was still flashing. I read a bunch of things from the internet, and came to the assumption that it was a problem with my PSU. So I exchanged that one, and tried everything again. But yet again, the same thing happened, nothing powered on and the led still blinked.

I took the stick of RAM out and tried it with just the CPU, but the green LED still blinked. I suppose it must be a problem with my CPU, but I'm really not sure how to test it or how to know. I would appreciate any help at this point. I'm not very technical, and can honestly say I have no idea what I'm doing. Thanks in advance, and if you need any more info, don't hesitate to ask!
