BF4 Freezing/Rebooting my PC

I had a problem since around February 22nd, where out of the blue, BF4 would blue screen (sorta) or Automatically Reboot my PC when I spawned into the match. The bluescreen glitches across my screen, looking as if someone shredded the Error screen with a paper shredder, So I can't even read the error code. Sometimnes it will reboot. I also used to get a "your computer is low on memory" message, when really, My RAM never went over 60% and my HDD has 1.46TB left on it.

I first thought PSU, but I have 850w for my 8350/290. People told me it was defective and couldn't handle voltage spikes. I am currently running MSI Kombuster, with my GPU full load, and Hotter than I've ever seen it (78C), and nope. No issues, runs great.

The most peculiar is that this ONLY happens in BF4.

Even MORE PECULIAR is that I completely wiped and clean installed Windows 8.1, reinstalled BF4 freshly downloaded. Clean installed Drivers 13.12, which have worked since Feb 1st when I built this PC, and... It is still crashing on my system. What could this be? Could my bios not like Windows 8.1 or my GPU? the MOBO was bought in Sept 2012, before windows 8.1 and R9 290 were released.

What else can I do? Is it dice's fault? Does the game just not like my configuration? I am also getting lower than normal FPS, 40-90, mostly hovering around 65 in Multiplayer.= Ultra. I thought this card was built for maxing BF4, that's why I paid $575.

My 8350 is being used more than my GPU in BF4, and lowering settings only lowers GPU usage, not CPU usage. yet, CPU is only used 60-80%, GPU usage, I don't know (Afterburner's usage spikes between 0-100 for every game on R9 290) but my clocks stay at 1000/1300 (stock OC of card)
GPU temp never goes over 70 in BF4, CPU at 51C
All of My hardware runs at the speeds it should, CPU at 4113mhz constant, RAM 8GB 1866mhz, GPU 1000/13000.

I run other games like Metro LL great, supersampling but Far Cry 2 at only 85 FPS average? What is going on?
I have the same low FPS issues in BF3 too, but that doesn't crash.

more specs in Signature
I don't want to mess with Bios, but I've tried everything else. What could be causing this?
I thought a Clean install would fix my problem, but the glitch is still here? LOTS use the Driver 13.12, and I can't find anyone with this problem specifically? BF4 never updated 2-21-14, but maybe they hotfixed something my Hardware doesn't like? I have no virus, and everything on my HDD was freshly installed within the last 24h. Yet the problem reoccurs..

Please help

I remember seeing in the patch notes in BF4 that SLI/CROSSFIRE bugs should be smoothed out. You may still be experiencing some of these bugs, if you haven't already I suggest checking the BF4 forum to see if other people are having the same problem. Hope this helps.
