New Build Freezing, Hanging, and USB Problems

I just put a brand new computer together. Asus M5A97 R2.0 motherboard, AMD FX-6300 CPU. 4GB DDR3 RAM.

And it's freezing. It freezes on the desktop. It freezes in the middle of something. It froze once during the 'Loading files' part of the Windows installation procedure. This requires a hard reset.

A bunch of the USB ports don't work, or work with some devices but not with others. My external harddrive was working one day, and suddenly not the next. Plug something else into the port, it works. My wireless mouse has been laggy and sluggish.

And the hangs. Dear god, the hangs. I can't click on My Computer without it grinding into a 'not responding' environment. It takes 30 seconds for it to start responding again. A task as routine as copying files from a USB demands that Windows Explorer stop responding. Everything I do on this computer somehow launches it into not responding.

But the usage is fine. The CPU usage hasn't jumped over 40%, ever. The RAM usage is constantly sitting just below 25%.

I've tried reinstalling Windows. I've updated the BIOS. Nothing has helped.

Am I crazy? Do I have some kind of haunted motherboard? I have no idea what could be causing this, and would welcome the help.
