Why can a i7 3820 oc but a i7 4770 not

I wanted to know why a i7 3820 can oc and a i7 4770. I was told that only k series processors are unlocked and non k series are locked.
 
Solution
Non k cpus have a locked multiplier and the 3820 is no exception. With HW they removed the limited oc on non k that was present on SBE, IBE, SB and IB. X79 also has bclk straps while these are disabled for non k on z87.

This is because the i7 3820 is actually a Sandy Bridge-E processor. This means that it is special in terms of chipset (x79 instead of z87) and that Intel has allowed for that SKU to have an unlocked multiplier for easy overclocking.
