Old computer problems, could use advice

Alright, got an older computer, maybe 5-6 years old. Few months back it stopped working.
It'd turn on, hit the POST screen, lock up (keyboard inputs not working), maybe 5-10 min later it'd slowly (emphasis on SLOWLY) go through a few other screens, let you use keyboard and all.
After crawling through different screens for 15min or so it crashes and starts the process over. No blue screen or anything, just randomly "okay, gonna start over now".

Now trying to google for similar issues I get probably PSU or Mobo that are dead or dying.
Tried playing with it a few days ago, noticed the power LED light was flashing red on startup, so I went ahead and ordered a new PSU.

Can't find a link to old PSU, but it is a Rosewill Xtreme 630W

Running Vista 64 and has 4gb RAM, an Nvidia 8600 card. Bought http://www.newegg.com/Product/Product.aspx?Item=N82E16814202081 to replace the video card hopefully.

So, I pulled old PSU out, plugged in new one. Hit power button, no response at all.
Out of curiosity, I plug old one back in, computer does the same start-lock-restart.
On new one, did the "paperclip" test with it hooked to several fans /HD. All fans and HD start up.
Hook into mobo, no response.

In the name of "try everything!" I hooked up the new video card, still no power at all.
Hooked old PSU back up with new vid card in. Few lights on mobo light up (that don't with new PSU) but now it won't even attempt a startup.

Tomorrow I intend to hook new PSU into a different computer and test it out. Just to see if it will start up at all.

Long story short, just wanting to know if anyone has any idea of what might be going on, and how to fix it?

Wasn't expecting that. Guess I can find out to some degree tomorrow.
Got an ancient unused desktop lying around I can pull a HD out of. Won't be a suitable replacement but it'd let me know for sure.

What would make you say HD, just curious?

Well, so much for the plan of pulling old HD out. Didn't realize just how old it is, has nothing but an IDE port on it. Without buying an adaptor can't hook it up.

Harddrive I have is SATA, old one I was going to use to test out if HD was bad is IDE. My mobo doesn't have any IDE slots so can't use it.

Tried pulling harddrive and booting with OS disc. Froze at same spot on POST screen.
Detects the ram and cpu, which it lists correctly, and then locks.

Don't have another spare internal to try out on it, could order a new one, but want to make absolutely sure I'm buying the right part.

Since it locks upon detecting CPU, could it be that's the issue?

Still have the same problem of old PSU is allowing it to turn on that far, while new one doesn't give any power at all the moment it's hooked to mobo. I can hook it to disc drive, HD, all the fans, even video card, they'll all boot and fans will run, but I hook into mobo and everything stays dead.

Haven't had a chance yet to hook it into a different computer, hoping to find time later.

Edit: I decided to hook original PSU into other computer first. That computer started up fine, so apparently old PSU is fine. Wish I'd have thought to try it out before I bought a new one.

Edit2: I hooked the New PSU into other computer, it started up fine. Unsure why I have differing results on my own computer.
