dell c521 video problem

so i got a new video card to replace the integrated 6150 le its a amd diamond 6450. when i turn it on nothing on the vga input not sure about the dvi or hdmi but still nothing. is it ram or the power supply or what?
the computer has an amd athlon x2 3600+ 512 mb ddr2 ram 280 (i think) watt powersupply

im not going to build or by a pc this is my main machine. upgraded to 2gb of pny ram and still nothing

Well after diving deep down more turns out the amd 6000 series doesnt have ramdacs which turns out a crt monitor requires these i think. I just realized i had a 5450 lying around which does have ramdacs and will see how this goes.
