Low FPS on Games that Req. are Met

Hey all, been having an issue as of late (most notably after the replacement of my old CPU), my computer seems to be running games that it should be easily maxing out on graphics with 60+ constant FPS rather poorly. Game such as Smite, Dota 2, and War Thunder all spike up and down in FPS randomly between 20-100FPS in accordance to things happening on screen. My specs are as follows:

GPU: EVGA GTX 660 TI
CPU: i5-4670k @ 3.4GHz
RAM: 4GB Corsair DDR3
MOBO: Z87-G41 PC MATE

All of my drivers etc have been kept up to date and I was wondering if there was some type of bottlenecking going on that could be resolved. Thanks in advance for the assistance and I hope I can get this cleaned up.

EDIT: Another thing I failed to mention is that there is minimal change in FPS when I tweak the settings. There is some change when I lower the graphics, but not much.
 
one issue could be low amount of free ram. most gaming pc have 8g of ram so that the os and game has room to load those big cut sceans without having to swap data using the hard drive as the swap file. try this open up windows config and go to the start up tab. turn off everthing but your anti virus to free up ram and then see if the games run better.

I run very little in the background (Steam and Firefox sometimes). Could this really be the issue causing massive FPS loss though?
