how powerful UPS should i buy?

ok so i have some blackouts couple times a week (somebody in the apartment building is doing something and not even a electrician knows whats wrong and the house is pretty new) and i need a UPS when something happens then i can save my things and close the pc. im thinking of a ups what is 800va or 900va but im not sure. My pc´s power supply is 550w and my screen is a samsung syncmaster 940n and when it blacks out then it should work for 10-15 min.
 
Your power supply does not matter, you should get something like a Kill-a-Watt meter to get a feel for your system's actual power usage, then multiply that out to get a large enough UPS to cover your normal black-out time. Most UPSs are built to handle 5-20 minutes of power outages, and shut your computer down gracefully if the batteries start getting low. If your power is going out all of the time for more than 20 minutes then there may not be a really good option for you... but at least your system will shut down nicely rather than simply loosing power.

Also, keep in mind that the batteries used in UPSs are essentially cheap junk batteries. These are not Li-on or polimer batteries that can last for years on end when treated nicely. So expect to buy new batteries for your UPS every 2-3 years... and spend the little extra money to get a UPS that has replaceable batteries in the first place rather than replacing the whole unit every few years.

Another key thing to be aware of is that many newer power supplies will require pure sine wave output from your UPS. This requirement drastically reduces the number of options you have to pick from so research your power supply to find out if you need a UPS that has pure sine wave output.
