pc acts really weird, need help

i recently noticed that if i restart my pc, it shuts off , fans and lights turn off, and turns back on again, i havent noticed any performance issues , same thing happens when i power it on, it flashes its lights, fans turn on , and then turns off for a half second and turns back on again, this has been happening recently, i havent changed any bios settings or anything like that. what could be the problem and is this in anyway damaging my pc?

Probably something to do with your power supply. How old is it.

a week or two old, the hole pc is not even a month old

Strange,
It shouldn't be doing any damage
Your psu wattage is enough to run everything? Often there is a power blip on startup

psu is good, ran a stress test on the cpu and gpu, played a few games, used it for 5 hours strait, no performance issues as said earlier, cant really think of anything that is doing this.
btw i have a 700w psu too, so im guessing its enough to run a mid to high gaming pc .

700w should be ok.
So it turns ON then flicks OFF and then back ON again?

hm, looks like i fixed it, pulled the ac power cord and flipped the on/off switch a few times, boots up and restarts normally now. i guess the problem was that the motherboard was confused that it thought it was switched off ? i dont really know ,but thanks for the effort.
