The installshield engine (ikernel exe) could not be launched interface not registered

I have just got Conflict Desert Storm II and when I try to install it comes up with the message The installshield engine (ikernel exe) could not be launched interface not registered, I have looked around and none of the fixes have worked.

Edit: I am on Windows 7

I found out how to fix it I had another look on google and what I did was set compatibility to windows 2000, it still starts up with a black screen but if you click then it will carry on to the title screens.
