USB devices crash and freeze pc or just charge not connect

As above. Ive had this problem for a while now.
If I plug my phone in via usb, it will charge and make the sound but doesn't appear on the pc. Not even in disk management. (It has worked before and very rarely shows up). Happens with tablets etc also. Ive tried using back ports or hubs etc that work fine with other devices. Phone shows connected in correct mode.

OR if I use a usb storage device like a flash drive of portable hard drive. About 10% of the time it just freezes my pc, screen mouse and everything. I have to pull the plug for 20 secs to reset it. If I just hold the power button then it will hang when I boot it back up without clearing the memory. Not loading any peripherals at all. screen keyboard etc. If It doesn't freeze on input then its fine. And I can transfer large files etc without interruption.

I don't think it's power or mobo specific as the phones charging and big hdds work fine most of the time but phone hardly ever works. Ive tried direct into all different ports, via self powered hubs, or my monitor that has built in usb 3.0.

The phone thing is driving me crazy now when I wish to back up my photos. I have noticed that if I plug my phone in an external multi reader it acts the same. But if I use a memory card in the reader it works every time.

Any ideas? Im currently backing everything up for a full restore to try and troubleshoot drivers. Theres no yellow exclamation marks etc all devices are installed, Printer never struggles etc. behaviour doesn't change on how many devices are or are not plugged in. Seems like a storage issue. Id prefer not to reformat (Its an upgraded W8 so have to install 7 then 8 then 8.1 etc).
Anyone any ideas? Im on 8.1 with ASROCK 990fx Extreme3. Have the rest of my rig details in my profile if anyones interested.

If it's not a driver or a bios issue, it's the motherboard, especially if the direct rear ports do the same thing. If it's a driver issue, you may need to re-install Windows on the thing, or at least boot off a Linux Live CD and see if the storage devices show up fine there. If they do, it's something in Windows.

You can do a BIOS update and check for new chipset drivers. Another thing to try is to remove all the USB devices in Device Manager and reboot.
