why is this fan here, what is it, and why is it so loud?!

Inside my gaming computer I have a small fan attached to a metal block on my motherboard. I am not sure why but it is super loud and obnoxious so I wanted to remove it. If I cant remove it please help me with trying to fix it. Thank you. :)

P.s the fan is a cooler master.

that would be your cpu cooler.you dont want to disable that unless you want to cook your cpu.measure the fan and then google for a replacement that is quieter.keep in mind that the smaller the fan the louder it is.
If this was a prebuilt, then it is a coolermaster replica of the stock fan, which is generally even worse.

Companies mass order CPUs with out coolers because it is cheaper, then mass order cheap coolers. So this is likely worse than the stock cooler in terms of noise.
