You didn't mention the keyboard type but my first suspicion is something caught under the keys. Have you used canned air? Pulled the keys off to look at the switches (look online for how to do so on your keyboard)?

Are you on a USB or PS2 keyboard? PS2 port could be bad and causing issues.

Otherwise, run malwarebytes and make sure you didn't pick up a bug somewhere causing you grief.

Well, based by the chevron instead of a period, it's actually your shift key. Try popping it off with a knife or something, it won't damage it. See if there is something cracked, damaged, sticky, or otherwise off underneath the key.

Try selecting a different keyboard layout in the operating system. Uninstall and reinstall keyboard drivers

Different USB port? Different PS/2 port? Use the other type of port? Throw it out a window?

Only time I have seen an issue like this persist is when it is a bad PS2 port (in which case you get a USB keyboard), or a virus (in which case you use malwarebytes... or reformat and nuke the hell out of the problem).

Yeah if you're using PS2, use USB, if you're using USB, use PS2. Should fix it. If not, reformat whatever is causing your issue into oblivion.
