Will I be able to max Sims 4 on my PC?

Depends if its as bad as Sims 3. My rig struggles on sims 3 at times. This is with most the xpacs mind you, loading times are extremely long.

BUT if your system can't run it, don't bother upgrading as its likely horridly coded.

You have i5-3570K and two GTX 660 in SLI mode, why are you even asking?? It's powerful enough to run any games. If you still can't max out Sims 4, you will have to buy even more powerful processor or graphics card. I suppose you have dollars to burn.

I stopped buying expansion packs for Sims 3 when I found out it was slowing down the game. The more add-ons and store items bought, the slower the game. Its a problem with Sims 3 engine and the developers knew about it. Wait for Sims 4 as they promised to fix the lag and slow engine. Nothing to do with our PC or graphics card.
