Moving Open Windows Around Major Lag

My system has been rock solid stable and amazingly smooth since I built it, around Oct 2012.

What is happening is if I open "My Computer" and move it around, it will lag behind my mouse movement, and display as if it is showing slow FPS. I'm uncertain at this time if this is affecting my gaming performance as I haven't tried any since reformatting.

EDIT: It appears to not affect gaming as I just scored my highest 3DMark 11 result using the same version (1.0.5.0):

Physics Score 9538.0
Combined Score 9254.0
Graphics Test 1 93.9 fps
Graphics Test 2 93.6 fps
Graphics Test 3 125.6 fps
Graphics Test 4 61.9 fps
Physics Test 30.3 fps
Combined Test 43.0 fps

I upgraded my Graphics Card Drivers to the latest WHQL Vs. I have since reverted to try to help. Didn't work.

I have reformatted windows completely, didn't help.

I know that I ran "Space Engine" and ever since then I've noticed this lag - since then I have removed it and reformatted.

Please, does anyone have any idea what is going on?

Yes, Samsung 840 Pro 128GB. I'm also going to try older gpu drivers as I just read the new ones do cause issues on surround for sure. What were you thinking could be the problem?
