Pc making wierd noise.

Hi, i have just built my first pc and it is making a wierd noise. It won't go into the bios.

Specs:
-Mobo: MSI FM2-A75MA-E35
-CPU: AMD Athlon X4 750k
-Video: XFX Radeon 7770 Core
-Case; NZXT Source 210
-RAM: Corsair Vengeance 4GB DD3
-PSU: Corsair CX 430W
-Hard Drive: Western Digital Caviar Blue 500GB

I am guessing faulty parts. What exactly is making the noise?

I think it's the graphics card.

Will the Computer boot up without the GPU? If yes, then it's a bad GPU. RMA it for a refund, return, or exchange.

The computer starts with and without the graphics card, but the moniter just stays in power save mode.

Powersave mode? Also, in the first post, you said it won't boot up. Or it's too weak of a psu.

No beeping or anything? Either a bad mobo or processor or a low wattage psu. I'm doing the math right now.

Math says ~310 watts

Ok I managed to fix the noise. The computer and the mouse and keyboard turn on. The only problem is that the moniter isn't displaying anything.
