Need help evaluating my specs

So i have noticed that my computer is not that good at running modern titles. such as Thief
I need help deciding what needs to be updated first since there is always a budget

I'm not really sure where to start. The cpu and GPU is a bit weak. Hmm, you'd see more of an improvement with a better GPU I think but would likely need a new PSU.

What settings are you getting and what settings are you trying to achieve. Also, budget?

Thank you for answering.
With Thief i tried to run at the lowest possible graphical setting and the FPS was still around 20 on average. However i think that might be due to the game being brand new when i tried it and not fully optimized. I want newer titles to at least run smoothly on mid level settings.
The budget is difficult to describe due to different currencies. One processor that i have had my eyes on, and is within the budget, is an intel I7 3.4 ghz quad core. Do you think that would do the job?
