So thermal paste fell on some parts of my motherboard and some fell on this little black square with little silver things on the side. I cleaned it with a tissue but when I try to boot it up it doesn't boot. (Stupid Me) No sounds, no anything. I'm quite sure I shocked my motherboard, so am i able to use any of my other parts? RAM, HDD, DVD Reader, and PSU? Already RMA'd my CPU.

you can test by RAM tester, but that would go costly. So, best is testing on someone else's pc. For psu, go through this guide: http://www.wikihow.com/Check-a-Power-Supply

You shouldn't have a problem with the rest of your items. However you stated that you RMA'd your CPU and would have to believe you actually damaged your motherboard more so than your CPU.

How do I test my RAM and PSU besides putting them in another computer? My mobo is still in my computer. I have not taken it out.

Before I do anything else I would try to spray some PCB cleaner on where you dropped the paste, and use a soft non static brush, to brush if off.
Make sure there is no power plugged while you do that. And also make sure that the PCB cleaner is evaporated prior to reconnecting the power back on again.
You have to be very unlucky for a tissue to kill a M/B like that.

If you do not have PCB cleaner I am sure some IPA will do the job, I used IPA on a MacBook what was bathed with Milk and worked perfect afterwards.

Note that some thermal pastes are non conductive... which paste did you use? But if the one you used was not one of them ... then it might still cause some sort of circuiting.
