Powered USB hub question

Do powered hubs, AC adapter ones, continue to provide power when USB is not plugged into a computer? Or if that computer is powered off.

Want to know if it works for charging stuff.

From what I can find, the USB Specification somewhere says that devices that are only connected but haven't "authorized" yet may only drain 100 mA instead of the usual 500 mA. Your USB Hub probably will not supply the full 500 mA if it isn't connected to a PC, to be in line with the standard.

However, I read there seems to be a simple hardware hack you can do (ie, physically modify the device), to make it work the way you want. Finding out about that is on you though. Good luck.

NOTE: Out of curiosity I looked into the hardware hack, and if it works the way I think it works, you won't be able to use the hub for data if you do it, only charging.
