I have 350 dollars to put into it. Some have told me a new monitor, some said a new mobo and CPU and others said a gout and new PSU

Solution
well if your monitor is 420p and you want to game at 1080p the you will need a new monitor BUT that does not mean the system will be able to run games at 1080p with full graphics settings. you would need to lower the settings in many of the new games to play at the resolution. The 460 is getting older But still powerful enough for what you want to do at reduced settings.

a new CPU and motherboard would bring back up into today's tech but the cost of an average 1080 p monitor is around $150 USD this will severely hurt the purchasing of a CPU and Motherboard.
If you change motherboards you have to buy windows

if you update the mb and cpu the RAM ill be out of spec 1.65 volt DIMMS

Since the monitor is a good quality unit anyway I dont think that is worth upgrading either .

Id buy a GTX 760 graphics card , and maybe a CM Hyper 212 cpu cooler , and over clock the processor
