840 Evo slow boot?

So I just installed my Samsung 840 EVO SSD and copied the partion from old hard drive to this and everything is fine, everything works perfectly. I optimize the ssd through the Samsung application provided and optimized the OS configuration and enabled RAPID mode (yes I know RAPID mode does slow the boot but it's like less than 1 second of a change). So I then test ran the boot three times and got this average amount of time.

Power on to the pop up of windows starting up: 12.80 seconds
VERY beginning of windows starting up screen to log on screen: 17 seconds

I have no idea why this is happening, everything is installed fine, ran disk defragmenter on all my drives, disk clean up, CCleaner.

EDIT: system specs
Intel I7 4820k OC 4.5ghz
Asus P9x79 LE (Fast boot enabled)
16gb RAM
 
Solution
Go into Task Manager, click on the "Startup" tab, and see what programs are being loaded at startup.
Look at the "Startup Impact" column and see which programs have "High" impact.
