External Graphics Card set at 30Hz

Im trying to play a game that outputs at that resolution at 30fps in order to take input lag out of the equation. The monitor is an old Viewsonic CRT, there has got to be a graphics card or a special driver that allows for this.

Thanks for trying to help man, really, but what you have said is incorrect. I mean you're right about the vsync, but vsync isn't an option for me. I can change to 50,60,75 and 85Hz via the driver if I wanted. Unfortunately none of those setting help me and I know there's a way to do it manually, because you can do it with a ArcadeVGA graphics card which they apparently dont make anymore. Programs like this https://www.ultimarc.com/arcadeperfect.html are what I am looking for.
