Some Ideas
i5-4670K - $240 at newegg
geforce 770 Superclocked - $360 after MIR at newegg
Memory: 8GB (2x4GB) Kingston HyperX Blue 1600MHz
Thermaltake TR2 700W - $40 after MIR
Some ASUS, Gigabyte, or ASRock mobo that supports everything else you want to do
Samsung Evo 120GB SSD - $80 everywhere
WD Blue 1TB - $60 everywhere
Tower depends on mATX or ATX mobo, but don't pay more than 40 (for mATX) and 60 (for ATX)

For mobo and tower recomendations, you want a small or big setup?

windows 8.1 does have a slight perfomance boost (5%) with games but it also comes with a myriad of headaches with drivers for games mostly pre-2011 games. it also has trouble with 3rd party devices as well. windows 7 is well known and supported and will be for at least the next 5 years and by then they will probably have another superior os anyways. so i would stick with windows 7.
