Internet, but can't browse. Much Hair Loss.

Alrighty! So I've tried about a million different solutions but the title says it all. My friend's pc runs on vista and all of a sudden she couldnt get Chrome, Firefox, IE or even Steam's browser to connect to sites but she runs every online game no problem and even downloads torrents. OH and it's on a wireless connection.

I have done the following without success longer than 15 seconds.
Flushed DNS
Reset the router and modem for over 5 minutes even.
ipconfig /release and /renew
reset the resetlog.txt AND restarted
System Restored to a date well before it began having issues
Completely removed everything possibly firewall or antivirus related without a doubt
Manually assigned an IP
Disabled Windows Firewall
Disabled anything security related within the browsers
Done a full system sweep with MalwareBytes and even cleaned up the Registry
Updated her network card and tried a lan cable.

The reason she asked me is because I'm usually the go to guy for computer problems but this one's got me stumped. Every [SOLVED] thread I've read into has not helped me one bit. I'll be bald before I figure it out myself.

Any insight? Cause I'm about to convince her to ditch the worst OS ever invented and come on over to the 7 Ultimate side.

This one has me stumped too, am guessing you have tried safe mode with networking? reinstall all browsers? To be honest you seem to of covered every aspect.. Maybe you should just back up your things and leave vista behind, maybe a fresh install?

Torrents working and games working means that it can connect using ip addresses, but it is unable to resolve the names you give it to IP addresses (google.com is not the website, 173.194.115.104 is what you connect to, google.com is just the name that your DNS server takes to get you there). Try running "netsh winsock reset" in an admin command prompt to reset the winsock catalog and see if that helps your issue.

If anyone didn't know how to get to the Administrative command prompt, windows key+c and then search CMD then right click over Command prompt and run as administrator and then the administrator command prompt will come up and then you can type in the reset thing that this wise man has instructed above.
