Can this video card run 3 monitors?

No it definetly can not. You'll have enough vram with the 770 4gb, but running 57600x1080 will keep you at a ~30fps or less at ultra presets with that card. The likes of the titan/780ti/290x only hover around 30fps at that resolution. If you want playable across three monitors you'll need at least 770 4gb sli. If you plan to game on only ONE monitor and keep the others more for productivity then the 770 will be just fine.

Here is a recent chart from Toms that shows you what sort of FPS to expect at only High preset on BF4.

No single card will do ultra for what you're asking, you'll have to do at least say 780Ti in SLI. As you can see the GTX 690 which is a bit slower than 770SLI is barely hitting 60fps on high, you're looking at 1500$+ in GPUs.
