Hi,

Is it possible to set up a router in my home in the states, and configure it to allow me to connect directly to my place i own in a diff country ip address?

The router on the remote end must support VPN. You can then build a VPN either from your PC at the local location or if both routers support VPN you can use the router to make it work. You can also in some cases use a PC with VPN software at the remote end to provide that function but it tend to be easier if the router can do it. If your current routers do not support vpn they may support third party firmware like dd-wrt but it must be able to load the large version of dd-wrt that contains open-vpn.
