Solution
I'm going to do some more research on the issue. Let's get make sure we have all the details we need.

First run the programs and give me the exact error that you are getting even use the snipping tool to grab a picture of it (start > accessories > snipping tool)

Now I want you to try this: (Windows Key) + R > type 'msconfig' > Startup tab > Disable all > Restart computer. On restart give me the error again if its the same error no need.

Next we want to try to download .NET framework 3.5 here. After you download and install .NET framework 3.5 restart the computer. Now try your programs.

Control Panel > Administrative Tools > Services > it will be titled Microsoft .NET Framework. There will be more that one version depending upon have a 32 bit or a 64 bit. The two highest version should be set to 'Automatic (Delayed Start)'.

This is what it should look like. Also notice that the highest version is set to 'Automatic (Delayed Start)'
The other version (32 and 64 bit) is set to 'Disabled'

If you don't mind me asking what is the program(s) you are trying to run?

You can also try, Control Panel > Programs and Features > Turn Windows features on or off > The box should be filled like image below.

There doesn't seem to be an issue with your .NET framework, the issue seems to be the programs you are trying to use. Do both programs give the same error? Also the verification tool would say something was wrong, and then you would use the repair tool. Otherwise the repair tools is not needed.
